It sounds like this was based on legal advice and not politics. I think it was always pretty obvious that the war and sanctions were going to cause problems with cooperation with people from Russia for open source projects.

However, this also seems like something that can be reverted if and when the sanctions go away.

It may not be popular with everyone, but protecting the project against government action is more important than these credits.

What Aboutism is of no relevance here. Even if it was, this isn't about "COUNTRIES DOING BAD THINGIES" but rather US Government restrictions and sanctions on with whom US entities can conduct business.

I'm not sure "Linux" or "GNU" should be beholden to the US Government as to that, but I don't write the rules, haven't seen the legal advice, wouldn't second-guess the lawyers, or argue with Linus or Greg K-H.

Sad for any innocents, but even without compliance issues Russia has done enough Bad Things over the internet that contributing malicious code to the linux kernel would not be a surprise.

Also, Putin himself still has majority popular support in Russia (78% according to a report by Newsweek) even if support for the invasion is much lower at 14%. I doubt it's strictly about US sanctions. Wikipedia has a good primer on it, but multiple countries either independently or as member nations in organizations like NATO or the EU have applied sanctions against Russia over their attack on Ukraine.

Whataboutism is a really bad look.

If you believe that there is another geopolitical situation with a similarity to Russia's invasion of Ukraine, contact your lawmakers. Personally I remind them that Russia has also invaded Moldova and Georgia, which means you can establish a clear trend related to Russian invasion of sovereign states: it happens (way too much).

The sanctions against Russia come from multiple blocs and nation states. There's no question, internationally speaking, about Russia's status as a pariah state.

Failure to comply would have nebulous results, depending on how draconian nation states wanted to get in enforcement, but there would be some consequences. Which is worse than "no real consequences" for removing Russian contributors from lists.

Linux Foundation is a US organization. And Linus himself is a EU citizen. So both are under the purview of governments that have sanctions against Russia.

Kinda sucks for those that were removed but when your country is doing bad things on the World stage, blow back hits everyone regardless of your individual motivation.
This is actually one of the goals of applying sanctions to a nation or company: you put pressure on individuals living in those nations or for those companies, which in turn is supposed to cause those individuals to put pressure on said nations and companies to change.

I might be misremembering, but people in the maintainers list can approve merges into the kernel main branch of the sections that they maintain. It's more than just credits.

and even if it wasnt a US org then it would be in another country subject to that governments oversight, and rules which likely would be forced to fall in line with US sanctions like the rest of the world given its the US.
So its not a matter of IF they are beholden to a government, but which one, and if by proxy the US has a hold on it anyway

So, they aren't removing any code that was donated by Russian devs before the sanctions started right (that code would be, I should think, grandfathered in, especially since the Linux kernel is a non-profit collaboration and nobody is directly making money off the kernel [yes, lots of people indirectly make money off of it])?

I think removing people from the MAINTAINERS list is just saying they are no longer officially authorized to act in the present/future as maintainers on the project? Is that about right?

As far as "keeping international politics out of open source software", unfortunately, while that's a nice goal that I think most people would generally agree with, it seems to me that when countries are at war or preparing for war, well, sometimes that becomes impossible for a time. At some point, you gotta pick a side.

Neutrality is, in a sense, a side (the third side, if you will), and while in some cases laudable, if you pick neutrality, then whatever devs and users are physically resident in nations on one or the other side will likely end up legally unable to keep contributing to, or downloading, the software. Just because you claim neutrality, doesn't mean you won't be banned if you aren't compliant with local laws.

That said, I doubt Linux is banned in Russia, and I think it would be extremely unlikely to get banned in the US, EU, Canada, or other NATO countries - because it's such critical software for, well, everybody at this point. But if the Linux project refused to comply with sanctions regimes, well, it could reach that point eventually, even though I'm sure nearly everyone involved would want to avoid it.

I am wary of anyone who goes on too much about "broader questions" of "separation [of whatever field of human endeavour] from politics." The simple fact is that politics is a powerful force that shapes just about everything in the world, and pretending that it isn't won't make it go away. Pretending some sort of "neutrality" on big political issues is also sometimes silly, and sometimes downright immoral. You should have a position on the issue of a fascist dictatorship invading and trying to annex a peaceful neighbouring country while committing war crimes and spreading lies about it. This is one of those situations where "neutrality helps the oppressor and hurts the victim."

I am reminded of some graffiti in Russia that I saw a photograph of online earlier in the war. It said (in Russian) something like, "before you were apolitical — so now you're cannon fodder." I think that's a good message to remember when it comes to keeping yourself "separate from politics."

That is, in part, how sanctions are designed to work at times.

It's not just to "limit business / industrial capability" but also a tool to adjust public opinion.

"I don't want <business> to leave the country!"

"I'm employed by <business>, if they leave, I have no job!"

"if <business> leaves, the business I work for (or own) will be hurt!"

This can help turn public sentiment against the action that caused the sanctioning...

Of course, it's a political / news game, so the reason one side says a sanction was put in place might not be communicated as such to the other side...

I would expect/hope that people interested in maintaining the kernel would still try to contribute where they can.. but I agree it's sad that, as a whole, we're hurt... but that's war.

Yes and no.

I understand where you're coming from, and that none of us should feel sorry for the Russians until they take to the streets with torches and pitchforks.

That said, if I was living in a fascist hellhole like Russia - perhaps even with family and kids around me - you can bet I'd answer the same way if some "survey" asked me about my allegiance.

I don't see much value in making such a survey. Most dissidents know they shouldn't make themselves visible.

Linux creator Linus Torvalds entered the thread with, "Ok, lots of Russian trolls out and about." He wrote: "It's entirely clear why the change was done" and noted that "Russian troll factories" will not revert it and that "the 'various compliance requirements' are not just a US thing.

Yeah. Russian athletes are more probably guiltless, and yet they, too, suffer for the sins of their birthplace.

It is true that this is not fair, but it is also unavoidable, so long as nation-states remain a defining characteristic of identity.

Russia has a lot of good coders and innocents, though, so it's a shame if they are blocked from contributing due to circumstances outside their own control. After all, there is no free choice under totalitarianism. Helping the Russian government when directed to do so is not a choice, and we don't know the degree of coercion in any individual case.

The people who have been removed were listed in the MAINTAINERS file, they are not simple Linux "contributors" they are special people whose merge requests Linus Torvalds normally accepts without thinking too much.

What has changed is that a dozen of such kernel maintainers have been delegated to normal contributors who now have to go through other still remaining maintainers in order to submit code to the Linux kernel.

Now on to some fallacies that are bound to be spread in this discussion:
  • No, these people have not been forbidden from contributing to the kernel, they've only lost their MAINTAINERship status.
  • No, this will not make the Linux kernel safer, anyone in the world, including the people who sympathize with North Korea, Russia, Iran, China, and other "bad" countries and regimes, and who live outside those countries can continue to submit patches to the kernel and if they are smart enough they can actually plant backdoors. Check these two wonderful stories.
  • This was the absolute worst way to handle this. The Linux Foundation could have contacted the affected developers first. Let them switch to neutral email domains or clarify their employer relationships, no, fuck courtesy or even basic gratitude, "get the fuck out of the Linux kernel!"

This isn't about politics. It's a matter of compliance. The politics of a law are fundamentally irrelevant to those burdened to act within the strictures of that law; only the process of making a law is political.

Hey, we don't hate Russians. Or I don't, at least, and I think that most Westerners don't, either. But they aren't careful about what they say, and that comes out sounding like anti-Russian sentiment, and the loudest voices are usually the shittiest.

In any case, I'm sure it's hard not to feel that anti- Russian sentiment is anti-you sentiment, and it sounds like you are worried about losing the ability to be a part of something you truly value.

So I, for one, have no snarky comments about the maintenance of the Linux kernel to make. I just feel for you. It isn't your fault that your government has gone off the rails.

Now let's hear a ton of BS from the esteemed Ars audience which neither understands open source, nor Linux kernel development in general.

The Linux kernel is an open source project where everyone can contribute to it regardless.

The people who have been removed were listed in the MAINTAINERS file, they are not simple Linux "contributors" they are special people whose merge requests Linus Torvalds normally accepts without thinking too much.

What has changed is that a dozen of such kernel maintainers have been delegated to normal contributors who now have to go through other still remaining maintainers in order to submit code to the Linux kernel.

Now on to some fallacies that are bound to be spread in this discussion:
  • No, these people have not been forbidden from contributing to the kernel, they've only lost their MAINTAINERship status.
  • No, this will not make the Linux kernel safer, anyone in the world, including the people who sympathize with North Korea, Russia, Iran, China, and other "bad" countries and regimes, and who live outside those countries can continue to submit patches to the kernel and if they are smart enough they can actually plant backdoors. Check these two wonderful stories.
  • This was the absolute worst way to handle this. The Linux Foundation could have contacted the affected developers first. Let them switch to neutral email domains or clarify their employer relationships, no, fuck courtesy or even basic gratitude, "get the fuck out of the Linux kernel!"
The Linux kernel has turned out not "open" at all. It's now been officially confirmed that it's basically a US property and it's subject to US laws.

"Inclusivity and contributions based on merit", they said. All for naught.

The spirit of Open Source has died with this new wonderful USA! USA! USA! development.

Don't forget to downvote me because here on Ars, for politically heated topics, the truth doesn't matter. What matters is USA superiority and certain nations being perceived as "evil".

I don't condone my government, I hate it with a passion, as I hate "my" president, but these talented developers have not deserved to be treated this way.

Now proceed to discuss Russia's invasion of Ukraine as an "excuse" for this utter politically motivated BS. Just remind yourself that you're running iOS, MacOS and Windows, you know absolute fucknot about Linux and you've never contributed to a single Open Source project. There is an absolute broad distrust among the world toward work done by russians in the same way its done to north korea, but its not actually about the people, but the government who brutally, and without reservation would coerce them to do things the government itself cannot. Kind of like the whole Kaspersky deal.

At least this is my understanding, and many dont have that much consideration into the nuanced topic. Remember how smart the average person is, that half of them are dumber, and that media cultivates responses in society. Its less about the person posting than their circumstances.

A few thoughts:

1. If an open source project is organized under a legal entity, that project is going to be subject to the laws of the legal jurisdiction the entity is in. That's not something anyone can choose to ignore.

2. One of the best things about open source software is that anyone with an internet connection can just throw their contribution online for anyone who wants it. This will be an interesting test case to see what happens as a result of this situation.

3. Frankly, the whole situation surrounding the geopolitical aspects of this type of thing seems very unfortunate. I wouldn't work with (and would go out of my way not to work with) anyone who supported or was affiliated with the apparatus of a cause or institution that was involved with things that I found abhorrent, but it's very sad if people are being thrown under the bus for what is effectively a lottery of birth, although I'm not sure if there was more to it than that in this specific case. The line "They can come back in the future if sufficient documentation is provided." adds a weird element to this. What documentation do they want and why?

Edit: I apparently read over the part of the article describing what the documentation was.
"Sufficient documentation" would mean evidence that someone does not work for an OFAC SDN entity, Bottomley wrote.
